"The population of our country has so far provided several proofs of helping the flood victims of the neighbouring countries with donations. Beyond the immediate aids, those living in the Polish and Czech areas under water will still for a long time need assistance for removing the flood damages, aiding the inhabitants and for the reconstruction. This extraordinary situation has induced the Hungarian Post Office to issue a stamp with extra charge, which is an unusual way of rendering assistance. There have already in the earlier years been examples for giving assistance through stamps with extra charge. The Post Office issued similarly the stamps with the title „Flood” in 1913, the „Flood-block (I)” as well as the „Flood (II)” in 1940 and recently the stamps „Flood (III)” and „Flood-block (II)” in 1965, the extra charge amounts of which have all served for the aid of the flood victims. We sincerely hope that after 1913, 1940 and 1965, we can also in 1997 ascertain the helpfulness of the Hungarian people and that they use this stamp with extra charge in their letters, the extra charge amounts of which come in the account serving as the help for the victims of flood. "
