Moldova, officially the Republic of Moldova, is an independent democratic state in eastern Europe lying on the East European plain. It is bordered by Ukraine to the north, east and south, and by Romania to the west. The eastern part of Moldova, the Pridnestrovian Moldavian Republic (also called Transnistria), is a breakaway de facto state. Two rivers, the Prut and the lower Danube, form the border with Romania, while the river Dniester separates it from Transnistria. Its capital and largest city is Chi?inãu. Other major cities in descending order of population are Tiraspol, Bãl?i, Bender, Rîbni?a and Cahul. The country is a member of the Commonwealth of Independent States, La Francophonie, the Latin Union and the Organization of Black Sea Economic Cooperation. The stamp design of the LA4 format cover shows the coats of arms of the two countries as well as inscriptions documenting the anniversary. The commemorative cover also bears inscriptions in Hungarian and Moldovan and the flags of the two countries.
